What is the Philippine Professional Standards for Teachers?
The DepEd recognizes the importance of professional standards in the continuing professional development and advancement of teachers based on the principle of lifelong learning. 

Quality learning is contingent upon quality teaching. 

Hence, enhancing teacher quality becomes of utmost importance for the long term and sustainable nation building.

The Philippine Professional Standards for Teachers was developed through the Research Center for Teacher Quality (RCTQ) with support from the Australian Government. 


The Philippine Professional Standards for Teachers, which is built on NCBTS, complements the reform initiatives on teacher quality from pre-service education to in-service training. 


It articulates what constitutes teacher quality in the K to 12 Reform through well-defined domains, strands, and indicators that provide measures of professional learning, competent practice, and effective engagement. 

This set of standards makes explicit what teachers should know, be able to do and value to achieve competence, improved student learning outcomes, and eventually quality education. 


It is founded on teaching philosophies of learner-centeredness, lifelong learning, and inclusivity/inclusiveness, among others. 


The professional standards, therefore, become a public statement of professional accountability that can help teachers reflect on and assess their own practices as they aspire for personal growth and professional development.  

4. The PPST aims to:

a. set out clear expectations of teachers along well-defined career stages of professional development from beginning to distinguished practice;
b. engage teachers to actively embrace a continuing effort m attaining proficiency; and
c. apply a uniform measure to assess teacher performance, identify needs, and provide support for professional development.


The Philippine Professional Standards for Teachers defines teacher quality in the Philippines. 

The standards describe the expectations of teachers’ increasing levels of knowledge, practice and professional engagement. 
At the same time, the standards allow for teachers’ growing understanding, applied with increasing sophistication across a broader and more complex range of teaching/learning situations.  



The 7 Domains collectively comprise 37 strands that refer to more specific dimensions of teacher practices.


Domain 1, Content Knowledge and Pedagogy, is composed of seven strands:  

1. Content knowledge and its application within and across curriculum areas
2. Research-based knowledge and principles of teaching and learning
3. Positive use of ICT
4. Strategies for promoting literacy and numeracy
5. Strategies for developing critical and creative thinking, as well as other higher-order thinking skills
6. Mother Tongue, Filipino and English in teaching and learning
7. Classroom communication strategies


Domain 2, Learning Environment, consists of six strands: 

1. Learner safety and security
2. Fair learning environment
3. Management of classroom structure and activities
4. Support for learner participation
5. Promotion of purposive learning
6. Management of learner behavior


Domain 3, Diversity of Learners, consists of five strands: 

1. Learners’ gender, needs, strengths, interests and experiences
2. Learners’ linguistic, cultural, socio-economic and religious backgrounds
3. Learners with disabilities, giftedness and talents
4. Learners in difficult circumstances
5. Learners from indigenous groups



Domain 4, Curriculum and Planning, includes five strands: 
1. Planning and management of teaching and learning process
2. Learning outcomes aligned with learning competencies
3. Relevance and responsiveness of learning programs
4. Professional collaboration to enrich teaching practice
5. Teaching and learning resources including ICT


Domain 5, Assessment and Reporting, is composed of five strands: 

1. Design, selection, organization and utilization of assessment strategies
2. Monitoring and evaluation of learner progress and achievement
3. Feedback to improve learning
4. Communication of learner needs, progress and achievement to key stakeholders
5. Use of assessment data to enhance teaching and learning practices and programs


Domain 6, Community Linkages and Professional Engagement, consists of four strands: 

1. Establishment of learning environments that are responsive to community contexts
2. Engagement of parents and the wider school community in the educative process
3. Professional ethics
4. School policies and procedures


Domain 7, Personal Growth and Professional Development, contains five strands: 

1. Philosophy of teaching
2. Dignity of teaching as a profession
3. Professional links with colleagues
4. Professional reflection and learning to improve practice
5. Professional development goals

MOOE Downloading Day


 

During the 33rd National Seminar-Workshop on the Preparation of CY 2018 Mid-Year Financial Reports held in Greenleaf Hotel, General Santos City last July 24, 2018, the Office of the Undersecretary of Budget—Finance and Performance Monitoring (OUFBPM), together with the Budget Division, recognized the top performances in the following categories: Best in Budget Utilization and Best in Use of Budget Monitoring System.

The top regions awarded for Budget Utilization were determined by their respective obligation rate (obligations versus adjusted allotment), as reported in the 2017 DepEd Statement of Appropriations, Allotments, Obligations, Disbursements, and Balances (SAAODB). It was a tight race as six (6) regions closed the year at a rate of 99%.

Overall, the regional performance for 2017 closed at 97.85% obligation rate and a disbursement rate of 94.47%, which was computed based on total disbursement versus total obligation.

The top performers in the utilization of the Budget Management System (BMS) were also awarded. Rolled-out in 2012, the BMS was created to help implementing units—especially the financial staff assigned in the preparation of various reports required by oversight agencies, by monitoring balances of allotments by PAPs. The availability of this data makes it easy to analyze, review, and manipulate budget allotments to ensure smooth program implementation.

The top performers were chosen according to the following criteria:
● Accuracy in the recording of authorized appropriations
● Implementation compliance of all operating units
● Availability of integrated data of the entire region
● Use of the Budget Monitoring System

It must be noted that the use of other “budget monitoring systems” were also considered in the conferring of the award, as long as it yielded reports suitable to the aforementioned criteria.

Moreover, the School Division Office (SDO) of Ilocos Norte was also awarded for initiating a best practice called the “MOOE Downloading Day,” wherein the accountants, bookkeepers, and cash division personnel convene to process all the MOOE requirements for the principals for a timely delivery of services. An audio-visual presentation featuring the best practice called was shown during the said event.


Before the closing of the awarding ceremony, USec. Anne Sevilla challenged the finance officers to initiate or implement innovative ways, within the bounds of the law, to fast-track processes and aid in the delivery of services, especially at the school level.

Application for Senior High School teachers



The Department of Education (DepEd) calls on interested teachers, professionals, practitioners, and experts to apply for full-time and part-time teaching positions for Grades 11 and 12 for the School Year (SY) 2016-2017.

Applicants must be interested in teaching the core curriculum and/or applied and specialized subjects under the four Senior High School (SHS) tracks. 

Interested applicants should be a Filipino citizen. Mandatory requirements for all applicants include letter of intent which shall indicate the statement of purpose or expression of interest, track(s)/stand(s)/subject(s) applying for, and preferred school(s), if any; CSC Form 212, revised 2005 (Personal Data Sheet) in two copies with the latest 2x2 ID picture; certified photocopy of certificates of relevant trainings, if any; certified copy of voter’s ID and/or any proof of residency; National Bureau of Investigation (NBI) clearance; and omnibus certification of authenticity and veracity of all documents submitted and signed by the applicant. 

Expression of intent should be submitted on or before October 30 to their local DepEd Schools Division Office (SDO) with all the mandatory requirements for all applicants and/or additional requirements for permanent full-time positions, for TVL, Arts and Design and Sports Tracks teacher-applicants, and additional requirements for HEI/TVI faculty. 

Expected salaries will range from P19,940 to P39,493. 

Candidates will be ranked according to the DepEd’s criteria for evaluation and selection process. DepEd will also follow general guidelines for the hiring and placement of successful applicants. 


Requirements

Philippine citizenship is required. All interested individuals may submit their expression of intent to their local DepEd Schools Division Office (SDO) on or before October 30, 2015. The following documents shall also be submitted:

Mandatory requirements for all applicants:

  • Letter of intent which shall indicate the following information:
    1. Statement of purpose/expression of interest
    2. Track(s)/Strand(s)/Subjects(s) applying for
    3. Preferred school(s), if any
  • CSC Form 212, Revised 2005 (Personal Data Sheet) in two (2) copies with the latest 2x2 ID picture
  • Certified photocopy of certificates of relevant specialized trainings, if any
  • Certified copy of Voter’s ID and/or any proof of residency
  • National Bureau of Investigation (NBI) clearance
  • Omnibus certification of authenticity and veracity of all documents submitted, signed by the applicant
Additional requirements for permanent full-time positions:

  • Certified photocopy of Diploma on Bachelor’s degree
  • Certified photocopy of Transcript of Records with at least 15 units of specialization in relevant strand/specialized subject
  • Certified photocopy of Professional Regulation Commission (PRC) professional ID card/certificate of registration /license, if available
  • Certified photocopy of ratings obtained in the Licensure Examination for teachers(LET)/Professional Board Examination for Teachers (PBET), if available
Additional requirements for TVL teacher-applicants (for both full-time and part-time):

  • Technical Education and Skills Development Authority (TESDA) National Certificate (NC) of at least one level higher than course to be taught in subject to be taught (e.g. at least NC-III in SMAW to teach SMAW-NC-II)
  • Certified photocopy of Trainers Methodology Certificate (TMC), if available
Additional requirement for Arts & Design and Sports Tracks teacher-applicants:

  • Certified photocopy of Certification of Proficiency/Recognition from recognized and respectable relevant associations/organizations/guild
Additional requirement for HEI/TVI faculty:

  • Certified photocopy of Certification of Status of Employment/Service Record from HEI/TVI

Salaries will range from Php19,940 (Salary Grade 12) to Php39,493 (Salary Grade 21). The purpose of this call is to have a preliminary pool. Once the teaching positions are created, SDOs shall publish vacancies for a period of ten (10) days in compliance with RA No. 7041 (Publication Law). Interested candidates shall be required to submit their formal application. They shall then be ranked following DepEd’s evaluation criteria and selection process, which will be issued at a later date. Hiring and placement of successful applicants shall be according to the following general guidelines:


  1. Priority shall be based on ranking.
  2. Affected/displaced faculty from higher education institutions shall likewise be given priority.
  3. The teaching rank, salary grade and status of appointment will depend on the applicant’s qualifications.
  4. Permanent full-time status shall only be given to applicants with PRC teaching license and/or appropriate certification.
  5. The DepEd SDO shall determine the applicants’ school assignments in consultation with the SHS.
